Does NTS conduct fair test?

In Pakistan most of the private and government institutions conduct qualification test through NTS. In the beginning they perform well, but with the passage of time their quality decreased and they are not able to conduct fair test. Because they took big projects and they are not able to handle the crowd.
I am discussing recent tests conducted through NTS in KPK for school teachers. this was a big project and they have to conduct test in the whole province. 
we absorbed two misconducts in this test.

(1)Test copy leaked before test date 

NTS employees sold the test copy before the test date. this activity reported in all the districts of KPK. when the test copy is sold before test date, than what is left in the fairness of test. I think KPK government wasting time and money of other test takers. If NTS don't have capacity of conducting big crowded test, so why KPK government hire them. 

(2) duties of local persons

as i told that NTS don't have employees to handle crowded test, they hire local persons. for example:  

my relative is applied for a test, for that i will apply for duty on NTS hall. during test i will help my relative. 

Recommendations

(a) NTS need to enhance the security of test copy, and avoid the selling of test copy before the test date.
(b) NTS need to avoid local duties, because it is a big source of corruption. 
(c) NTS need to start negative marking system.
